Kapriel (Gabriel Effendi) Noradungyan ( Armenian Գաբրիէլ Նորատունկեան ; born November 6, 1852 in Constantinople , † 1936 in Paris ) was an Ottoman - Armenian statesman and bureaucrat. He served as Minister of Commerce in 1908 and as Foreign Minister of the Ottoman Empire from July 22, 1912 to January 23, 1913 - during the rule of Sultan Mehmed V and chaired by Prime Ministers Ahmed Muhtar Pasha and Kâmil Pasha .

He received his primary education at the Jemaran in Üsküdar . After graduating from the Kadıköy French School in Constantinople, Noradungyan continued his education in law and political science at the Sorbonne University. After his return to Constantinople in 1875, he was appointed secretary at the Ministry of Foreign Affairs under Foreign Minister Reşit Paşa . He worked on the organization of the Ministry's legal affairs.

His successor as foreign minister was Said Halim Pasha .
