Buildings insurer

The building insurers have existed in Switzerland since 1805 (Canton Aargau) and manage the mandatory building insurance . In the years after 1805, independent building insurers were founded in most of the cantons. Previously, owners of burned down houses received the so-called fire begging, which entitles them to beg. Today there are 19 cantonal building insurers in Switzerland (in the remaining 7 cantons the function of building insurer is performed by the private insurance company). These cantons without their own building insurance are called GUSTAVO cantons . The names stand for the cantons of Geneva, Uri, Schwyz, Ticino, Appenzell Innerrhoden, Wallis (Valais) and Obwalden. An exception is the Oberegg district in the canton of Appenzell Innerrhoden , which, unlike the rest of the canton, has compulsory insurance with the Oberegg district building insurance company, which is part of the district administration .

The building insurers are financially independent companies under public law. They are run according to private-sector principles, with a focus on risk compensation and solidarity among homeowners. The building insurers finance themselves exclusively through the premium income of all building owners in the respective canton and through investment income from the insurance premium .

The various cantonal building insurance laws give building insurers an insurance monopoly applicable to the respective cantonal territory. On the one hand, this monopoly has grown historically (and has proven itself), and on the other hand, at least in part, serves the public interest and is therefore considered legally permissible.

Due to the different sizes of the cantons, the building insurers have between 40 and 120 employees and a premium volume of 20–100 million SFR. In addition, the building insurers each employ between 30 and 120 appraisal experts and around 50 to 180 other specialists such as lightning protection officers, fire service inspectors and fire protection experts on a part-time basis.

In the canton of Aargau, the Aargauische Gebäudeversicherung (AGV) administers the cantonal accident insurance, the only accident insurance for employees in the canton of Aargau, in addition to the building insurance, fire protection and fire services departments. On January 1, 2008, AGV took over the Aargau Insurance Office (AVA). At the same time, with this takeover, the new Building Insurance Act came into force.
