Heinrich or genrikh graftio ( Russian Генрих Осипович Графтио ; born December 14 . Jul / 26. December  1869 greg. In Daugavpils , Vitebsk , Russian Empire ; † 30th April 1949 in Leningrad ) was a senior engineer in the water power plant construction and professor of electrical engineering .

Graftio graduated from the New Russian University in Odessa in 1892 and from the St. Petersburg Institute of Transport and Communication Technology in 1896.

Between 1900 and 1917 he designed and built railways and also planned a tram system for Saint Petersburg.

In addition to the hydropower plants on the Vuoksi (around 1905) and on the Volkhov (1910/11), he planned to electrify the railways of the Crimea and Transcaucasia. After ten years of planning, which during the Tsarist era were considered unnecessary or which landowners had resisted, Lenin asked him in January 1910 to finally put his plans on the Volkhov into practice.

From 1907 he taught electrical engineering in St. Petersburg and became a professor in 1921.

He was a member of GOELRO . A street in St. Petersburg is named after him. The mountain Gora Akademika Graftio in Antarctica also bears his name. He is buried in the Bolscheochtinskoje cemetery.
