George William Beaumont Howard, 13th Earl of Carlisle (born February 15, 1949 ), known by his courtesy title Viscount Morpeth from 1963 to 1994 , is a British peer and politician of the Liberal Democrats .

life and career

He is the son of Charles Howard, 12th Earl of Carlisle and his wife Ela Hilda Aline Beaumont. When his father died in 1994, he inherited his title of nobility. A relative of the Duke of Norfolk , Lord Carlisle is co-heir to the Abeyance Baronies Greystock and Clifford . He attended Eton College and completed his studies at Balliol College of Oxford University as a Master of Arts from (MA).

He served as an officer in the British Army with the 9th / 12th Royal Lancers. At the end of his military service he held the rank of major .

When his father died in 1994, he inherited his title Earl of Carlisle , along with the subordinate titles Viscount Howard of Morpeth , Baron Dacre of Gillesland and Lord Ruthven of Freeland . A hereditary seat in the House of Lords was also associated with the titles, but he lost it in 1999 when the House of Lords Act came into force . He ran unsuccessfully as a Liberal in the House of Commons elections and later as a Liberal Democrat in a European election . He stood several times in by-elections to the House of Lords, most recently in 2011, when he replaced the seat of the late David Kenworthy, 11th Baron Strabolgi , where he was defeated by David Pollock, 3rd Viscount Hanworth of Labor .

He played an important role in securing memorial plaques for the 112 British seamen who were killed and who contributed to the independence of the Baltic States. These plaques were hung in various places, such as in Portsmouth Cathedral in 2005 by the then First Sea Lord Admiral The Lord West and by the Queen during her visit to Tallinn in 2010.

Since the 13th Earl is so far unmarried and childless, his brother, the Hon. Philip Charles Wentworth Howard, is likely heir ( Heir Presumptive ) of his title of nobility.

Howard is a respected academic and commentator on Baltic affairs. He himself lived for some time in Tartu in Estonia ; In 1998 the Estonian President awarded him the Order of the Marienland Cross, First Class.
