Gestor de Infraestructuras Ferroviarias ( GIF ; German administrator / operator of the rail infrastructure ) was a public Spanish railway infrastructure company . He was responsible for the construction and management of public railway infrastructure, which falls under the responsibility of the state and which the government assigned to it on the proposal of the Ministry of Public Works . On January 1, 2005, the company was transferred to the Administrador de Infraestructuras Ferroviarias (ADIF).

The company was incorporated by law 13/1996 passed on December 30, 1996 by the Spanish Parliament. Its foundation is a consequence of the EC Directive 91/440, which requires an organizational separation of network and operation.

Their first and priority order was to connect the new Madrid – Seville line to the European high-speed rail network. The line, which opened in 1992, was the first Spanish railway line to be run not in wide , but in standard gauge . The administration of the new lines was also subject to the GIF; Railway companies paid a usage fee for the use of the railway infrastructure managed by GIF. Another task was the administration of PPP projects, which are funded by the UIC , in order to accelerate the construction of a European high-performance railway network and to make it more transparent and independent of monopolies.

On May 23, 1997, the Spanish government decided to commission GIF to build and manage the new Madrid – Barcelona – French border line . She also assumed responsibility for the Zaragoza - Lleida and Calatayud - Ricia sections of the line, which have been under construction since 1996 . The company awarded construction works under public law. In the field of electrification , the signaling and telecommunications equipment , as well as the superstructure - maintenance could provisions of private law obeyed.

With the expansion of a high-speed rail network, the rail usage figures should reach European level and the economic profit of the rail system should be tripled.
