Administrador de Infraestructuras Ferroviarias ( Adif ; German Railway Infrastructure Management ) is a corporation under public law that operates the Spanish rail network and the associated train stations. Adif was founded on January 1, 2005 and took over the entire infrastructure of the Spanish state railway Renfe , which was previously managed by the Gestor de Infraestructuras Ferroviarias (GIF).

In addition to managing the rail transport routes and the stations connected to them, Adif's tasks also include managing the cargo handling terminals and other infrastructures that are part of the network. Adif also manages disused route sections. Furthermore, Adif controls the route utilization, ensures smooth traffic on the rails and creates the timetables. Adif charges fees for the use of the infrastructures and is partially financed by this.

Adif also receives grants from the Spanish state, as the indirect owner of all infrastructures, for the expansion and construction of routes. The company currently has 13.6 billion euros in debt (as of 2014).

Railway infrastructure network

As a preparatory measure for the rail competition, the track and station management was outsourced from the Renfe state railway company and transferred to an independent organization. From now on Renfe is only a pure transport company, so that the competitors can act independently and the state railway is able to generate profits after a possible privatization.

At the end of 2012, the length of the Adif network was 13,945 km. Of this, 2,183 km of the high-speed network was in standard gauge, 11,623 km of conventional Spanish broad-gauge network and 139 km of narrow-gauge or mixed network. In addition, the network managed by Adif includes 1,566 passenger stations. 18 of these are new builds from 2005–2011 for the high-speed network. Adif also operates a number of cargo handling facilities.

The rails of the operators of narrow-gauge networks were not originally transferred to Adif. At the beginning of 2013, however, Adif took over the entire FEVE network (1,192 km in meter gauge), so that the majority of the narrow-gauge networks in Spain are now in the hands of Adif. Only those routes that are carried by the autonomous regions are still not under the administration of Adif.

Railway stations that are connected by both broad-gauge and narrow-gauge railways are under the administration of Adif.

At the end of 2012, thirteen companies had the necessary licenses to operate as rail transport companies in the rail freight sector, but only eight of them had the necessary safety certification: Renfe Operadora , Comsa Rail Transport, Continental Rail, Acciona Rail Services, Tracción Rail, Activa Rail (subsidiary of Transfesa ), Logitren Ferroviaria and Ferrovial Railway. In addition to Renfe, Continental Rail also has a license as a railway company for passenger transport, but this is not used.

In February 2016, the Spanish daily El País reported that Adif employees in management positions inflated the costs of a construction phase for the AVE in Barcelona of around two kilometers between the La Sagrera and Trinitat stations by 31 million to a total of 83 million euros. Some of the work planned for this section of the Barcelona-Girona line was either never carried out, or was done with inferior materials, or at prices significantly lower than the estimated prices. These allegations go back to investigations by the public prosecutor of the anti-corruption agency Emilio Sánchez Ulled, who arrested a number of high-ranking employees, technicians and those responsible for embezzling public funds in May 2014. Four other large Spanish companies involved in the construction of the AVE in Catalonia are implicated in the corruption case. The companies Corsán , Acciona , Sacyr and FCC paid high officials of Adif u. a. various ski trips to the USA, Canada or Switzerland.

On June 28, 2016, another thirteen responsible employees were arrested by the Guardia Civil in Madrid and Barcelona. Again, the anti-corruption agency's investigations focused on various construction companies involved in the misappropriation of public funds in the construction of the AVE in Barcelona. According to official information, the sum now amounts to over 82 million euros, which were incorrectly booked. Either inferior materials were billed too dearly or bills were paid for services that were not performed.
The European Commission reclaimed 140 million euros of illegally used subsidies from ADIF, which ADIF had applied for in 2011 for the construction of a test site for the Spanish high-speed train AVE . At that time, the funds were already being paid out by the Spanish state to ADIF without the European Commission having approved these payments. The claims and thus payments are not compatible with the rules of the EU.

takeover

In September 2016, the infrastructure companies SNCF Réseau (France) and ADIF announced that they would jointly take over the operation of the cross-border LGV Perpignan – Figueres route from the operator TP Ferro, which had filed for bankruptcy in 2015.
