The picture gallery at Glockengasse 3 in Cologne was built in 1865 in the “French style” for Albert von Oppenheim to accommodate his collections, based on designs by the “French-trained architect” Wilhelm Hoffmann . It was a "splendid building [which] remained an individual example in Cologne," as were the Mevissen and Eduard von Oppenheim houses .

The palace was on the relatively narrow Glockengasse . As a result, the gabled side projections only protruded slightly. The house had a large, convex curved, almost dome-shaped hipped roof in the style of the French Renaissance. The middle part of the first floor was structured with figure niches instead of the windows, as the large painting room was located behind it. This was supplied with daylight through skylights. The painting room contained one of the most important private painting collections in Germany of its time, with works by Dutch and Flemish masters, including works by Rembrandt and Peter Paul Rubens .
