Golden plan
The Golden Plan was a program at all levels of government for the planned reduction of the lack of sports facilities in the Federal Republic of Germany . It was proclaimed in 1959 by the German Olympic Society (DOG) and became a recognized guideline for sports, planning and financial decisions for the development of the sports facility infrastructure. The Golden Plan has never been a resolved legal basis, but it was of paramount importance as a consensus paper.

On the basis of planning by the German Reich Committee for Physical Exercise , the Central Commission for Sport and Personal Care and the Central Committee for the Promotion of Youth and Popular Games , a “draft” for a “playground law” (draft of a Reich and state law), Carl Diem demanded a ten-year plan for the creation of sports facilities (3 m 2 sports area / person) in 1953 . He met with open ears from Federal Chancellor Konrad Adenauer , who, as the former Lord Mayor of Cologne, had already had an impressive sports facility concept there.
The reasons for the Golden Plan were above all
- insufficient sports facilities after the war
- the lack of play and exercise in preschool and school age
- the insufficient consideration of physical education in general and vocational schools
- the general development of lack of exercise in work and leisure
The planning basis was the guidelines for the creation of recreational, play and sports facilities in the communities. Then in 1960 there was a total requirement of 127 million m² for children's playgrounds, sports fields, sports halls, indoor and outdoor pools. The requirement for 3 m 2 per person was reduced to 2 m 2 of sports area per person.
In a 15-year program up to 1975, instead of the originally estimated 6.3 billion DM, a total of 17.4 billion DM was used to improve the sports facility infrastructure. The cities and municipalities accounted for around 63% of the total expenditure. In 1984 the German Sports Association (DSB) published in the “3. Memorandum on the Golden Plan “further reference values for sports facilities. From 1976 to 1992 another DM 20 billion was invested in sports facilities.
The Golden Plan with its guidelines became the generally accepted basis for sports facility management planning . Measured against the international standard, a good sports facility infrastructure could be created in the Federal Republic of Germany.
Golden Plan East
In 1992 the DSB adopted the Golden Plan Ost , a similar 15-year program for the new federal states .
The situation of sport at the time after reunification in the accession area was characterized by
- Requirement to build up new democratic club and association structures
- no longer available trainers and trainers
- lack of funds for practice and competition operations
- Closure of sports facilities due to lack of funds for follow-up costs and repairs
- Transfer of sports facilities of the state-owned companies and state organs of the GDR into communal ownership
- Sports facilities that are no longer available
The new construction, expansion and conversion of sports facilities, including the initial equipment with sports equipment, was subsequently funded.
According to the current funding guidelines, the relevant funds had to be applied for from the responsible state administration office .
In Brandenburg, after the end of the federal program “Golden Plan Ost”, it was decided to continue the special funding program from GDR party assets for the years 2010 to 2013. The sports infrastructure is funded by clubs in the urban regions.
