Green Paper (European Commission)

A Green Paper the European Commission is a color book that serves as a discussion paper on a given topic. The term is used in particular for templates for ordinances and guidelines that are intended to bring about a public and scientific discussion in this area and to set fundamental political goals in motion. Often a number of ideas or questions are raised and individuals and organizations are invited to contribute. The next step is often a white paper that summarizes official proposals.
