Hüseyin Avni Mutlu (* 1956 in Fındıklı , Turkey ) is a former Turkish bureaucrat. He was Governor (Vali) of Istanbul Province from 2010 to 2014 .

Mutlu was born the middle of five children. In 1971 the family from Fındıklı moved to İvrindi . Mutlu went to high school in İzmit . Mutlu then worked in the accounting department of a company. Three years later, Mutlu began studying law in Istanbul. He entered the civil service in 1985 and became a Kaymakam candidate. He worked as a deputy kaymakam in various counties. In 1994, Mutlu was promoted to deputy Vali von Şırnak . From 2005 to 2007 Mutlu was Vali in Siirt for the first time and then until 2010 Vali von Diyarbakır . He was appointed Vali of Istanbul in May 2010.

During the protests in Turkey in 2013 , he said that the water cannons used against the demonstrators did not spray water with chemicals, but with active substances, to which the demonstrators would eventually voluntarily expose themselves.

In September 2014 Mutlu was replaced in office by Vasip Şahın and appointed to Ankara, where - as is often the case - he retained his rank and salary as a so-called "central governor" but did not hold any active office. In connection with the investigations into the attempted coup in 2016 , he was suspended like thousands of other officials on July 19, 2016 and arrested on July 26. Mutlu was taken into custody in August 2016 and formally removed from civil service in mid-2017. In February 2018 he was sentenced to three years, one month and 15 days in prison for supporting the Gülen organization, which was classified as terrorist in Turkey . The court found it proven that Mutlu had "willingly and deliberately" helped the organization without being a member. Given the year and a half that Mutlu had been detained, he was released from Silivri Prison with the sentencing .
