Oja's first attempts at poetry can be dated back to 1929, when he was still in elementary school. It was first printed in a student almanac in Estonia, but it was not until he was in exile in Canada that he published his first volume of poetry. It was followed by three more at longer intervals, although the criticism noted a considerable maturation in the second volume. Overall, his poetry has been characterized as "melancholy poetry of memories and nature".

Oja was far more active as a journalist and critic. From 1975 to 1986 he was editor of the exile Estonian newspaper Vaba Eestlane ('The Free Estonian') in Toronto, again from 1997 to 2001. In addition, he was active in the veterans movement and was part of the editorial team of Raimond Kolk , Arved Viirlaid and others Magazine devoted to the fate of the Estonian soldiers who fought in Finland. In 2002 he published a monograph on the subject.
