Hartmut Bauer (born February 7, 1954 in Augsburg ) is a German legal scholar .

Life

After graduating from high school, Hartmut Bauer studied law at the University of Augsburg until 1978 and passed the assessor examination in Munich in 1980. He then worked as an academic advisor at the Law Faculty of the University of Augsburg. In parallel to his assistantship at Reiner Schmidt , he was admitted to the bar for a long time and in this role worked, among other things, as a consultant for business and social associations. At the beginning of 1986, Bauer received his doctorate from the University of Augsburg on the subject of the historical foundations of the teaching of subjective public law . The habilitation took place in 1991 with the work Die Bundestreue - At the same time a contribution to the dogmatics of federal state law and to the doctrine of legal relationships .

After a substitute semester in Heidelberg in the 1991/1992 semester, Bauer accepted the call to the founding professorship for public law, in particular constitutional law, environmental and commercial law at the Faculty of Law at the Technical University of Dresden . From 1994 to 1995 he was Dean of the Faculty and from 2002 to 2004 Managing Director of the Institute for Business Law, which he co-founded in 2001. In December 2004 he accepted a professorship for European and German constitutional law, administrative law, social law and public commercial law at the University of Potsdam , where he has been researching and teaching since 2005. From 2009 to 2013, Bauer was Dean of the Faculty of Law. Bauer has been a member of the Municipal Science Institute (KWI) since 2006; from 2008 to 2015 he was its managing director.

From 1999 to 2001, Bauer was a member of the board of directors of the Association of German Constitutional Law Teachers . From 2003 to 2011 he was Secretary General of the Societas Iuris Publici Europaei , which appointed him Honorary Secretary General for life after his second term in office. Bauer is a member of the Research Institute for Public Administration at the German University of Administrative Sciences in Speyer and a member of the standing committee of the German Law Faculty Conference. Together with Peter M. Huber and Karl-Peter Sommermann, he has been the editor of the series Constitutional Development in Europe since 2005, since 2007 co-editor of the journal Die Public Administration (DÖV), of which he has also been editor with Sommermann since 2009, and a member of the journal's scientific advisory board for public law (ZÖR) and member of the editorial board of the journal of the Institute for Energy and Competition Law in Municipal Economy (EWeRK). Bauer has published on the history of constitutional and administrative law, constitutional and administrative law, economic and social law, and administrative science, among other things.
