Hartmut Werner Gaßner (born April 6, 1956 in Nuremberg ) is a lawyer and honorary professor specializing in environmental law . He lives and works in Berlin.

Study and training

Gaßner studied law from 1976 to 1982 at the Free University in Berlin. He then worked as a research assistant in the Bundestag parliamentary group Bündnis 90 / Die Grünen . There he worked in particular on Otto Schily in his work on the Flick Committee of Inquiry .

From 1984 to 1987 Gaßner completed his legal clerkship in Berlin and founded the law firm GGSC together with his partner, Wolfgang Siederer. He was admitted to the bar in 1987.

Legal activity

Hartmut Gaßner is a founding partner of the law firm Gaßner, Groth, Siederer & Coll. (GGSC).

The law firm GGSC is mainly active in the areas of environment, building and planning as well as municipal supply and disposal (waste, water, energy). In 2010, the law firm was named Juve Law Firm of the Year in the field of public environmental and planning law. Today the law firm comprises a good 30 professionals and almost 20 employees.

Gaßner's fields of work are the areas of energy law and climate protection, waste management and waste law as well as municipal economy and municipal law. The main areas of activity are renewable energy law (photovoltaic, geothermal, wind power projects), nuclear law, emissions trading, municipal utilities, PPP procurement, recycling management, ministerial and municipal advice as well as association and political advice.

Gaßner is also active in law and is author, co-author and editor of various legal publications. He has been a lecturer at the TU Braunschweig since 2011 , which appointed him honorary professor in 2018.

Functions

Gaßner is chairman of the supervisory board of the BürgerEnergie Berlin cooperative. BürgerEnergie Berlin is committed to a future-oriented, sustainable and democratic energy policy in Berlin and is particularly committed to the organization of the Berlin electricity network in citizen hands.

From April 2014 to July 2016, Gaßner was a member of the Commission for the Storage of Highly Radioactive Waste Materials , which, according to Section 3 of the Site Selection Act, prepared the procedure for the search for a site for a nuclear repository. Together with the regional bishop of the Evangelical Lutheran regional church of Hanover, Ralf Meister , Gaßner was chairman of the AG Public Participation. This so-called AG 1 dealt mainly with the topics of social dialogue, public participation and transparency. Its aim was to develop structures for public participation for a site selection process for the storage of highly radioactive waste. The handing over of the commission report to Bundestag President Norbert Lammert and Federal Environment Minister Barbara Hendricks ended the commission's work on July 5, 2016.

Gaßner was also a member of the commission known as the “Atomic Commission” to review the financing of the nuclear phase-out - KFK. The “Atomic Energy Commission” has drawn up recommendations on how both the financing of the decommissioning and dismantling of nuclear power plants and the disposal of radioactive waste can be ensured. When the report and recommendations for action were submitted to the State Secretaries' Committee on Nuclear Energy on April 27, 2016, the Atomic Energy Commission ended its work.

Gaßner is also a member of the advisory board of Miniwiz Co. Ltd., a Taiwan-based company that specializes in recycling old materials and using them to create high-quality new products (so-called “upcycling”).

After all, Gaßner is chairman of the EnergieVereins and a member of the environmental committee of the German Lawyers' Association (DAV).

From 2009 to 2011 Gaßner was Vice President of the German Renewable Energy Association. V., in 2009/2010 President of the Federal Geothermal Association and from 1993 to 1999 Managing Director of Mediation GmbH Berlin.

Private

Gaßner is married and has a grown daughter. He has lived in Berlin for 40 years.
