The internal mail envelope is used in public authorities and companies for internal communication with documents, small files or books. It can be reused up to almost 100 times, as it has space on the front and back for appropriate addresses or address labels.

Forerunners of the house mail envelopes were envelopes for railway service matters. These were used for internal mail delivery. This envelope had several address fields. After delivery, the receiving address was crossed out and the new receiving address was entered in a free field. Alternatively, an address label could be stuck over addresses that had already been crossed out. The service was discontinued on December 31, 1996 after the railway reform.

In the late 1990s, an awareness of resource conservation , recycling and cost minimization gradually established itself in public administration as well. This was also made easier by the fact that individual administrative units, for example the individual universities, could and had to independently manage and take responsibility for a global budget . As a result, the administrative expenses were now allocated to the individual sub-units. They were allocated quotas for consumables and postage and therefore tried to reduce costs themselves. For example, in the postal regulations of the University of Lübeck from 1998, it was prescribed to use house mail envelopes for internal correspondence. An article in the staff magazine of the administration of the University of Cologne from December 2001 shows that getting used to the administrative action was not that easy . With the specification in the usage regulations and with a uniform design of the envelopes, the administrations took away from the resource conservation after a short time responsible employees customized tests in used envelopes the reins in his hand and made uniform systems.

Design

Internal mail envelopes are usually slightly larger than DIN A4 , i.e. DIN B4 with the name of the authority or company and the addition of internal mail. Uniformly sized address fields are then printed on the front and back in columns, which can be written on by hand or stuck with one of the address stickers that are usually made in-house. Usually the sender is not given separately. After all, it is on the enclosed letter. There are also envelopes with the following division: left column sender, right column addressee . The envelopes have no gumming on the flap , as they are usually sent unsealed. The fact that content is included is often noticeable through perforations. If, as an exception, the content is to be sent sealed, it can be sealed with a paper seal. In addition, the clear label PERSONAL / CONFIDENTIAL is advisable.

It is usually necessary that the last address used is crossed out. If this is the new sender, the last address used should still be legible. A file can often be put into circulation with several addresses (circular folder). Each recipient then only crosses out their own address and returns the in-house mail. When copiers did not exist, it was very common to circulate documents by in-house mail.

The theoretically possible multiple use of up to 60 to 100 uses (even more if stickers are used) is seldom or never achieved because the envelopes are made from recycled paper and are therefore less stable. As a result, the savings effect is lower, but still there. In universities with traditionally managed administrations, all internal mail sent to individual administrative offices will continue to be accepted centrally by the administrative incoming mail office, removed from the envelopes and, after being checked by the administrative management or at least the departments, then sent as open files to the subunits. The careful preservation of the documents through the envelope is no longer given.

In any case, the following applies: The noticeable differentiation makes sorting letters easier in internal and external mail. The paper consumption is reduced and environmental protection is anchored in the consciousness of the employees.
