Heinrich Wilhelm Hölterhoff (born December 28, 1737 in Elberfeld (now part of Wuppertal ); † October 7, 1809 there ) was mayor of Elberfeld.

Hölterhoff was born in 1737 as the son of Johann Peter Hölterhoff (1703–1772) and Anna Maria Hasenkamp (1703–1769) and was baptized on January 5, 1738 in Elberfeld. He became a businessman and married Anna Gertrud von der Scheuren (1739–1810) in 1770, with whom he had a son. Hölterhoff was a member of the council from 1789 to 1791. In 1790 and 1791 he was proposed as mayor, but not elected. It was not until 1796, when he ran for the third time, that he was elected mayor of Elberfeld. After his term in office, he took up the post of city judge. From 1798 to 1801, and from 1803 to 1804, he was again a member of the council in Elberfeld.
