Helmut Hoyer

Helmut Hoyer (born June 20, 1950 in Pottum ) is a German electrical engineer and was rector of the FernUniversität in Hagen from 1997 to early March 2016 .

Life

After graduating from Konrad Adenauer Gymnasium in Westerburg , Hoyer studied electrical engineering at the University of Karlsruhe from 1969 to 1975, obtaining a Dipl.-Ing. the field of regulation and control technology. Between 1975 and 1978 he was a research assistant at the Fraunhofer Institute for Information and Data Processing IITB (today part of the Fraunhofer Institute for Optronics, System Technology and Image Exploitation ), Karlsruhe and from 1979 to 1985 scientific assistant at the Chair of Automation Technology and Information Technology, Department of Electrical Engineering, FernUniversität in Hagen. In 1984 he received his doctorate as Dr.-Ing .

Between 1985 and 1988 Hoyer was head of the group "Control and Multi-Robot Systems" at the Institute for Robot Research (IRF), University of Dortmund. From 1988 until his retirement in 2016, he was professor for "process control and regulation technology" in the electrical engineering department at the FernUniversität in Hagen. From 1990 to 1992 he was dean of the electrical engineering department and from 1993 to 1997 prorector for planning and finance. Hoyer was rector of the FernUniversität in Hagen without interruption from April 1997 to the end of February 2016. From 1999 to 2008 he was Vice President / Acting President of the International Council for Open and Distance Education (ICDE) and from 2001 to 2002 Chairman of the State Rectors' Conference of North Rhine-Westphalia.

From 2002 to 2016, Hoyer was a member of the board of trustees of the Fraunhofer Institute for Environmental, Safety and Energy Technology UMSICHT. From 2004 to 2006 he was the scientific director of the Center for eCompetence in Universities in North Rhine-Westphalia. In 2005 he received the Federal Cross of Merit on ribbon. From 1 October 2007 to 30 September 2011 Hoyer was a member of the University Council of the University of Bamberg . He is a member of the Advisory Board of the Fraunhofer Technology Academy. He has been Chairman of the Board of Trustees of the ICDE since January 2017. In December 2017 he was awarded the Order of Merit of the State of North Rhine-Westphalia.

Hoyer's research focus is in the field of robotics and assistive technologies for the elderly and people with disabilities as well as the Rectorate’s program focus in the field of new media in teaching, virtual university. Hoyer is the theme sponsor of the theme group "Curriculum Design & Quality Development" at the University Forum Digitization , which was initiated in 2014 by the Center for University Development, University Rectors ' Conference and Donors' Association and is funded by the Federal Ministry of Education and Research .
