In 1970 the Hessian Data Processing Network Act came into force. A key point was the establishment of the HZD. In 1977 the HZD moved from the State Chancellery to the Ministry of the Interior . In 1989 the HZD became a state company in accordance with Section 26 of the Hesse State Budget Code. The use of their services was therefore chargeable. In return, the HZD no longer received any state grants. In 1990 the branch office in Hünfeld was opened, which was and is primarily responsible for IT for the Hessian judiciary. In 2003 the service moved from the Ministry of the Interior to the Ministry of Finance (HMdF). Since 2006, the HZD has been the central IT procurement office for the State of Hesse . In this context, the HZD came under fire at the end of 2010 for errors in the award . As a result, the organizational structures for the award were changed, but the awarding body itself remained in the HZD.

The HZD is a state enterprise according to § 26 of the Hessian state budget regulations. It is subject to the official and technical supervision of the Hessian Ministry of Finance . Insofar as it performs administrative tasks or tasks of the courts and public prosecutor's offices that are not part of the business area of ​​the Hessian Ministry of Finance, it is subject to the technical supervision of the supreme state authority responsible for this. The HZD's IT department monitors compliance with all provisions that guarantee IT security for the data of the Hessian judiciary.

Cooperations

Many administrative tasks are basically comparable in the federal states. In many areas, therefore, cooperation in accordance with Section 91c of the Basic Law is appropriate. The HZD cooperates with ekom21, the largest municipal IT service company in Hesse, in the areas of networks and printing centers; with the State Office for Data and Information Rhineland-Palatinate (LDI), with which the HZD shares a data center building in Mainz, and with other federal states and the like. a. within the financial administration ( consensus ), the judiciary ( electronic residence surveillance (EAÜ) ) and in the development and maintenance network for electronic legal transactions, e².

There is a cooperation agreement with the Mainz University of Applied Sciences for the training of one's own offspring with an integrated dual course of study . In addition, since 2018 the HZD has been offering a dual degree in business informatics / e-government to cover the nationwide IT personnel requirements for the state, for which a cooperation with the RheinMain University was concluded from 2018 . In order to make the program more attractive through geographical proximity, corresponding agreements have now been concluded with the universities in Darmstadt and Fulda as well as the Baden-Württemberg Cooperative State University in Mannheim.
