High Times is an American English-language monthly magazine focusing on cannabis as an intoxicant , legalization and cultural property . The magazine was founded in 1974 by Tom Forcade and originally planned as a one- shot one shot . But the magazine quickly became a great success, so that it was soon published monthly. The High Times has an average of 236,000 subscribers and its online channels are viewed by over 20 million visitors each month. Until 2017 the company was based in New York , now the company operates from Los Angeles . The company also organizes the popular Cannabis Cup series of events .
