Higinio Arbo

Higinio Arbo (* 1879 in Quiíndy , Paraguarí Department ; † 1968 ) was a Paraguayan diplomat and politician who was briefly foreign minister in 1932. He was also envoy to Uruguay between 1930 and 1932 and envoy to Argentina from 1937 to 1939 .

Life

Higinio Arbo, son of the Argentinian Higinio Arbo and his wife Blasia Antonia Isasi, completed a degree in social sciences and worked as a lecturer after his doctorate . He then entered the diplomatic service and found employment at the embassies in Chile , Uruguay , Argentina and Brazil . In 1923 he was part of the delegation led by former President Manuel Gondra to the 5th Pan-American Conference in Santiago de Chile . In 1930 he became envoy to Uruguay and then successor to Raúl Casal Ribeiro as Foreign Minister (Ministro de Relaciones Exteriores) in the government of President José Patricio Guggiari . He held this ministerial office until the end of Guggiari's tenure on August 15, 1932.

Subsequently, Arbo became a member of the delegation that dealt with the start of the Chaco War against Bolivia on June 15, 1932 before the Neutral Commission in Washington, DC . He worked for a peaceful solution to the conflict that had existed around the border between the two countries since the 1850s. Subsequently, he took part in two session periods of the peace conference as a member of the delegation led by Gerónimo Zubizarreta , but with this he resigned because of criticism of the draft peace treaty drawn up by Efraím Cardozo . He was ambassador to Argentina from 1937 to 1939 and was married to Isabel Bibolini.
