The University Institute for Public Administration (IDHEAP) is the Swiss university training facility that prepares for functions in the country's public and state-related administrations.

The IDHEAP is accredited by the Swiss Confederation and at the international level (EAPAA) and is a center for interdisciplinary, basic and applied research that participates independently in national and international research networks for the public sector. According to its own information, it focuses on the study of public administration , an interdisciplinary field ( public administration ) with the aim of developing scientific knowledge about the management of public affairs and the management of the institutions responsible for it. This knowledge is based on several disciplines of the human and social sciences such as law, economics, management and political science , adapted to the specifics of the public and state-related sectors. IDHEAP is the only Swiss university institute dedicated to this area of ​​knowledge.

At the interface between theory and practice, IDHEAP would like to be the national pool of excellence that contributes to the analysis of changes in the public sector and to better governance of the rule of law at all levels, in full cooperation with its Swiss and foreign university partners.

In the service of its students, the public sector and society as a whole, IDHEAP has three objectives:

  • higher education accredited at the master's and post-master's level as well as high-quality further training for publicly elected and cadres;
  • Basic and applied research in public administration recognized at national and international level and exploited in the Swiss public sector;
  • Expertise and advice valued by the commissioning public bodies and enriching training and research.

history

The founders

IDHEAP was created in the form of a "Foundation for a University Institute for Public Administration" . Its initiator is Enrico Bignami, former board member of Nestlé and creator of IMEDE, which has since become IMD, in Lausanne- Ouchy . The founders include the Canton of Vaud , the University of Lausanne , the Swiss Federal Institute of Technology in Lausanne and the Association of Friends of IDHEAP.

25 years of history

In 1981 the foundation was established on April 23rd. According to the agreement with UNIL ( University of Lausanne ), the courses began on October 5th at the BFSH 1. In 1983, the research center opened on Avenue de Provence and the agreement with the Federal Personnel Office was signed. It was recognized by the Swiss Confederation in 1987. In the same year, an IT room was created. In 1990 came the cooperation agreement with the European Institute for Public Administration in Maastricht (IEAP) and two years later the establishment in the Vieux-Collège in Chavannes-près-Renens .

In 2000, the performance contract with the Canton of Vaud and the Swiss Confederation came into force, and in 2001 the cooperation agreement with the National School for Public Administration of Québec (ENAP) was initiated. In 2003 the training was “semestrialized” and the cooperation agreement with the Center for Public Management at the University of Bern was concluded. Agreements with the Instituto Nacional de Admintração (INA) in Lisbon, Portugal and the University of Sun Yat Sen (Zhongshan) in Canton, China were made in 2005. In the same year, the MPA was accredited by the European Association for Public Administration Accreditation and the IDHEAP was accredited by the Swiss University Conference, following the report of the OAQ (accreditation and quality assurance body of Swiss universities). In 2006, the first Bologna Masters in Public Policy and Management (Master PMP) courses opened on October 18th.
