Hoshyar Zebari or Hoschjar Sebari ( Kurdish هۆشيار محمود محمد زێبارى Hoşyar Mehmûd Mihemed Zêbarî ; Arabic هوشيار محمود محمد زيباري Huschyār Maḥmūd Muḥammad Zēbārī ; * 1953 in Akrê ) is an Iraqi - Kurdish politician . He was Foreign Minister of Iraqfrom 2003 to 2014and has been Minister of Finance since 2014.

Life

Zebari fought as a peshmerga against the Iraqi ruler Saddam Hussein in the 1980s . He is the uncle of the incumbent President of the Kurdistan Autonomous Region Masud Barzani . He studied sociology at the University of Essex in England . In the 1990s he was the foreign policy spokesman for the Kurdish Democratic Party and represented it in Great Britain and the USA .

On June 1, 2004, Zebari was appointed Foreign Minister by Iyad Allawi for the interim Iraqi government that took office on June 30, 2004 in agreement with the subsequently dissolved Iraqi Governing Council.

In the first freely elected Iraqi government since Saddam Hussein, led by Ibrahim al-Jafari , Zebari has received the post of foreign minister again.

On May 17, 2005, the Foreign Minister of Iran, Kamal Kharrazi, came to Iraq and met with Hoschyar Zebari. Together they published a statement holding Saddam Hussein responsible for the Iran-Iraq war . After Iraq's relationship with Iran was strained even under the Iraqi interim government of Iyad Allawi, this is considered a historic step between the two countries.

On May 24, Zebari asked the United Nations to extend the mandate of the US-led multinational occupation forces until the December 2005 election or until Iraq itself could ensure its security.

Zebari was part of a high-level delegation, including the Sunni Defense Minister Saadun ad-Dulaimi , who accompanied Iraqi Prime Minister Ibrahim al-Jafari on a historic state visit to Iran on July 16. Among other things, the formation of a joint working group for security was agreed there. On July 11, 2014, he resigned as Foreign Minister of Iraq .
