Igor Olegowitsch Schchogolew ( Russian Игорь Олегович Щёголев ; born November 10, 1965 in Vinnytsia , Ukrainian SSR , Soviet Union ) is a Russian politician . From March 2008 to May 2012 he was Minister of Communications in the Government of the Russian Federation .

Life

Shchogolev completed a language course from 1982 to 1984 at the Maurice Thorez Institute for Foreign Languages in Moscow. From 1984 to 1988 he studied at the University of Leipzig . From 1988 Shchogolev was editor of the Soviet news agency TASS and from 1993 to 1997 he was the agency's correspondent in France before becoming deputy head of TASS in 1997.

In September 1998 Shchogolev became press spokesman for the then Russian Prime Minister Yevgeny Primakov . From January 2000 to December 2001 he headed the press office of the presidential administration and in 2002 he became chief of protocol to the Russian President .

When the new Russian government was formed following the election of Dmitry Medvedev as Russian President in May 2008, Shchogolev was appointed Minister of Networking and Mass Communication . He became the successor in the department of Leonid Reiman , who headed the former Ministry for Information Technology and Communication from 2004 to 2008 . In May 2012, Shchogolev was replaced by Nikolai Nikiforov .

In 2010 and 2011, Shchogolev was chairman of the board of directors of the state-owned holding company Svyazinvest , the former largest telecommunications company in Russia.

In May 2012, Shchogolev was appointed Assistant to the President of the Russian Federation . In July 2014, he landed on the US sanctions list because of the Crimean crisis .

On June 26, 2018, Shchogolev was appointed by Vladimir Putin as plenipotentiary representative of the Russian President in central Russia.
