Standing interinstitutional committee

The Inter-Agency Standing Committee ( English Inter-Agency Standing Committee , IASC ) is an organization of the United Nations with the task of coordinating humanitarian assistance, both to improve between UN agencies and non-UN organizations.

The establishment of the IASC was decided by the UN General Assembly in December 1991 through resolution 46/182 (“Strengthening the coordination of humanitarian aid operations of the United Nations”). The committee was actually set up in June 1992. In December 1993, the role of the IASC as the primary coordination mechanism for humanitarian aid operations was confirmed by the General Assembly (resolution 48/57)

Under the leadership of the UN Emergency Aid Coordinator , the IASC develops humanitarian principles, agrees on a clear separation of responsibility for various aspects of humanitarian aid, identifies and deals with gaps in aid operations and advises on the effective application of humanitarian guidelines.

Together with the Executive Committee on Humanitarian Affairs (ECHA), the IASC forms the main strategic coordination mechanism between the major humanitarian aid organizations.

Working method

The most important body is the so-called IASC Working Group in which the directors of the participating programs meet. The Working Group meets three times a year (March, June / July, November) in the headquarters of one of the participating programs. The meeting venues will change between New York , Geneva , Rome and Nairobi . It is managed by the Geneva office manager of the Office for the Coordination of Humanitarian Affairs (OCHA) .

In addition, subordinate working groups can be used.

The IASC operates a secretariat in Geneva, which u. a. is responsible for communication and coordination as well as the preparation of the meetings.
