Jacques Moreillon

Jacques Moreillon (born  November 16, 1939 in Vevey ) is a Swiss lawyer and political scientist . He has been a member of the International Committee of the Red Cross (ICRC) since 1988 , for which he was a delegate in various countries between 1965 and 2007 and a member of the ICRC directorate from 1975 to 1988. From 1988 to 2004 he was Secretary General of the World Organization of the Scout Movement , an international scout organization .

Life

Jacques Moreillon was born in Vevey in 1939 and , after studying law , which he graduated from the University of Lausanne in 1962, received his doctorate from the Geneva University Institute for International Studies in Political Science . Due to the topic of his dissertation, the relationship of the International Committee of the Red Cross (ICRC) to political prisoners , he was deployed as a delegate of the ICRC from 1965. By 2007 he had completed a total of 242 missions in 79 countries. Between 1974 and 1976 he visited the future South African President Nelson Mandela as a delegate , who was imprisoned as a political prisoner of the apartheid government until 1990 . According to Mandela, the activities of the Red Cross for the detainees resulted, among other things, in easing their solitary confinement through access to news and contact with their families.

From 1975 to 1988 Jacques Moreillon served on the committee's directorate, first as director of legal and policy matters, later as director of general affairs and as director general. In November 1988 he gave up his position in the ICRC directorate and became general secretary of the World Organization of the Scout Movement (WOSM). He was co-opted as a member of the ICRC in the same year . In March 2004 he withdrew from the office of WOSM General Secretary and went into retirement. In the 15 years of his activity, the number of WOSM member associations rose from 120 to 155 countries and the number of scouts grouped in them from 16 million to 28 million.

Jacques Moreillon was also worked for various other organizations including, inter alia 1990 to 2005 as Chairman of the Board of the Geneva Center for Applied Studies on international negotiations ( Center for Applied Studies in International Negotiations , CASIN). He is a member of the French Legion of Honor .

Jacques Moreillon is married and has two sons.
