resume

Jakob Winkler was born in 1864 in the old post office in Höngg , which was still an independent company at the time , as the son of a shoemaker who was also a postman there. Jakob Winkler studied theology at the University of Zurich and then became vicar in Flawil .

In 1888 he was elected as pastor by the parish assembly of Seen and was a new official in the Church of Seen near Winterthur . When he was elected pastor, as was quite common at the time, he was also involved in the secondary school authorities and president of the poor relief. Two years later he took over the presidency of the secondary school. From 1919 to 1939 he also served as a member of the supervisory commission of the Winterthur Cantonal School, and for 47 years he was a member of the district school administration. In addition to his spiritual and school work, he also devoted himself to local politics: in 1891, in view of the problems in the poor sector, he demanded its nationalization. In 1897, by means of a motion, he initiated the construction of an electricity plant in Seen, which was built before the one in the large neighboring town of Winterthur.

In addition to local politics, Winkler also worked in the Zurich Cantonal Council from 1905 , initially as a representative of the Democratic Peasant Party. In a motion in 1909 he called for the introduction of proportional representation for the first time, and in the same year he spoke out in favor of an increase in state contributions to the municipalities' spending on the poor. In 1911 he called for a more humane treatment of prison inmates, as they were too often released without having improved. In 1917 he practically fell victim to his own demands when he missed re-election by almost 50 votes in the first proportional representation in 1917. However, just two years later, in 1919, Winkler was re-elected to the cantonal council for the Democrats . Winkler, who did not speak up too often in the Cantonal Council, stayed with him until he left on May 8, 1932.

A year after his resignation as a cantonal councilor, he also resigned from his position as pastor. Winkler died on May 1, 1944 in his house on Bacheggliweg in Winterthur-Seen. With this he survived the death of his wife Lina Winkler in 1939, born Zweifel from Höngg. He was married to her for 47 years and had two sons and a daughter. His eldest son became a pastor in Altstetten, but died before his parents.
