Jay Montgomery Garner (born April 15, 1938 in Arcadia , Florida , United States ) is an American officer, former Lieutenant General of the United States Army and government official. After the invasion of the US-led Allied forces, he was briefly the first civil administration head of Iraq in 2003 .

Garner entered the Army and graduated from Florida State University . In 1962 he received a degree as a historian. He quickly made a career in the American armed forces and was twice in Vietnam as a soldier .

After serving in the military, he was president of the Californian defense company SY Coleman , a subsidiary of L-3 Communications, which specialize in electronic missile control systems, until January 2003 .

A close friend of Secretary of Defense Donald Rumsfeld , he became the first civilian administrator in Iraq after the invasion in March 2003 . As director of the "Office for Reconstruction and Humanitarian Assistance" ( ORHA ) he was responsible for regulating civil affairs in the immediate post-war period. His priority should be to rebuild basic structures and to restructure Iraqi ministries. After only a few weeks in office, he was replaced by Paul Bremer on May 11, 2003 .
