Joachim Liebscher was born in Großschönau, a farming and weaving village in Upper Lusatia , as the only child of machine fitter Heinrich Max Liebscher and his wife Sophie Frieda, née. Shepherd born. In 1946 Joachim Liebscher began a two-year training course as a technical draftsman at the Zittau craft and trade school. From 1946 to 1947 he was instructed in drawing, technical drawing, stylistics and modeling by Adolf Schorisch , the director of the school. The first watercolors were created . Liebscher only worked for a short time as a technical draftsman. In 1947 and 1948 the first exhibitions and sales of his artistic work followed. From 1952 to 1954 Liebscher headed the folk art cabinet in Görlitz. He gave lectures, led studio talks and discussions, went to companies, institutions and schools to arouse interest and understanding for art. In 1955 he was delegated to the Dresden Academy of Fine Arts to study . He studied with Walter Arnold until 1960 . Study trips took him to Czechoslovakia, Bulgaria, Romania, Albania and the Soviet Union.

1961 began his freelance work in Waltersdorf. Works such as the German-Polish friendship relief were created between 1960 and 1965 through works contracts with large companies in Hirschfelde . During this time he also created the first version of the Beethoven portrait for the Zittau City Theater. A works contract with VEB Robur-Werk Zittau followed from 1965 to 1967. During this time he created sculptures for the districts of Zittau and Görlitz. In the 1977 “Best Building” architectural competition, the residential estate, for which Liebscher created enamel design elements, was awarded a prize as an example of aesthetics. In 1974 a fountain was built on the subject of "Energy, Power and Movement" for the outside area of ​​the new administration building of the Zittau Engineering College.
