Joachim Lohmann (born June 18, 1935 in Berlin ) is a German politician ( SPD ).

Joachim Lohmann studied philosophy, politics and mathematics in Göttingen and Würzburg. At the University of Würzburg he received his doctorate in 1964 on "The Problem of All-Day Schools" and worked there until 1966 as a research assistant. In the same year he moved to Berlin, first as a comprehensive school advisor at the Pedagogical Center Berlin , then until 1970 as a planning advisor to the Senator for Schools in Berlin.

In 1962 Lohmann joined the SPD. He was a member of the school policy working group and the SPD's educational policy committee. From 1981 to 1986 he was Deputy Federal Chairman of the Working Group of Social Democrats in Education (AfB). He is also a member of the GEW . Since the early 1970s he has been a member of the non-profit society for comprehensive schools (GGG). From 1974 to 1980 Lohmann was federal chairman of the GGG.

In 1979 Lohmann was elected to the Schleswig-Holstein state parliament for the first time . He won the direct mandate in the Kiel-West state electoral district . Then he always won it in the constituency of Kiel-Nord . In 1993 he resigned after becoming State Secretary in the Ministry of Finance. On November 30, 1998, he was given temporary retirement.

In 2002, the affair named after him caught up with him .

It became public that Lohmann was involved in a case of dubious procurement practice during his tenure as State Secretary in the Ministry of Finance. The fact that only a few months after his temporary retirement he entered into consultancy agreements with the companies that were successful in this award led to an investigation into suspected breach of trust, bribery and corruption. It was discontinued due to a lack of sufficient suspicion. In contrast, a penalty warrant was issued for fraud because he had not dutifully reported the income from these consultancy contracts to the state treasury. Once the penalty order is accepted, the matter will not be investigated further and the actual amounts will not be disclosed.
