Lohmann Affair (Schleswig-Holstein)

A political scandal in Schleswig-Holstein under Prime Minister Heide Simonis ( SPD ) was called the Lohmann affair in 2002 .

State Secretary Joachim Lohmann (SPD) had placed orders with debis and SAP for the EDP-supported introduction of a “funds management and cost accounting system” ( SAP R / 3 ) for the Ministry of Finance. The ministry had apparently disregarded the procurement guidelines , which Lohmann brought in the allegation of corruption . Lohmann was retired. He and the project manager who was previously responsible, a speaker, then worked for SAP. According to an estimate by the Schleswig-Holstein State Audit Office, the major order was worth EUR 419 million , possibly more.

The State Audit Office of Schleswig-Holstein audited the Ministry of Finance in 2001. He found out that on May 7, 1998 at a meeting of the finance committee the ten representatives of the people had been presented with computer purchase plans of the Minister Claus Möller (SPD), which presented six systems with advantages and disadvantages. An external appraiser had checked the offers for 200,000 euros and found SAP to be extremely expensive, but this was not communicated to the committee members. The Ministry of Finance stated that in a two-week test (March 26 to April 9, 1998) the SAP program gave the employees the best results. However, the program was not bought, but a "positive feasibility study " was commissioned, as the software did not even exist, as the Ministry of Finance admitted on request. Most of the other providers had not even been tested. At the beginning of the test phase, Möller had already committed to SAP on March 27, 1998 in order to have the same product as the Hamburg tax authorities.

At the request of the CDU parliamentary group, a parliamentary committee of inquiry was set up in the 15th state parliament in Kiel .
