General García was director of the state Administración Nacional de Telecomunicaciones El Salvador (ANTEL) and from there directed the electoral manipulation in 1977. In 1989 he emigrated to Florida. He and Carlos Eugenio Vides Casanova have been sued in the United States District Court of West Palm Beach for damages for the human rights abuses committed under his command. The Ford / Garcia civil suit for the murder of Ita Ford, Maura Clarke, Dorothy Kazell and Jean Donovan of the Maryknoll Sisters of St. Dominic by government forces on December 2, 1980 has been dismissed. The victims' families appealed, but this was also rejected. In 2003, the United States Supreme Court dismissed another lawsuit. The Ramagoza / García lawsuit ruled in favor of the survivors of torture and sentenced García and his co-defendants to pay $ 54 million in compensation for pain and suffering. The verdict was confirmed in the next instance.
