José Luis Rocha

José Luis Rocha is a diplomat from Cape Verde who has been permanent representative and ambassador to the United Nations in New York City since 2016 .

Life

After attending school, Rocha began studying political science at the Université catholique de Louvain , from which he graduated with a bachelor's degree. A thereat postgraduate studies in professional development studies he finished with a diploma. He then joined the diplomatic service in the mid-1980s and was, among other things, Deputy Approval Officer at the European Development Fund (EDF) and, from 1991 to 1995, Director General for International Cooperation in the Ministry of Foreign Affairs. He then acted as ambassador to Belgium and Luxembourg between 1995 and 1995 and as permanent representative to the Organization internationale de la Francophonie (OIF) from 1999 to 2006 .

After that, Rocha was Director General for Foreign Affairs at the Ministry of Foreign Affairs from 2007 to 2009 and Director General for National Political Affairs and Cooperation at the Ministry of Foreign Affairs from 2010 to 2011, before he was Deputy Foreign Minister from 2011 to 2014. He then acted as ambassador to the USA from 2014 to 2016 .

In 2016 Rocha was appointed Permanent Representative and Ambassador to the United Nations in New York City and presented his letter of accreditation to UN Secretary General Ban Ki-moon on December 5, 2016 .

Rocha is married and has three children.
