Franz Josef Poell was born in Dellwig in 1892. In 1912 he moved from the city administration of Oberhausen to the administration of the city of Mülheim an der Ruhr. After he had worked in numerous positions and passed further training and promotion exams, he was appointed head of the personnel department in 1927. In 1934 he was given the newly created position of a city councilor, the function of which corresponded to that of an alderman. His area of ​​responsibility included the area of ​​human resources and organization as well as cash management. He held this office for eleven years - from 1934 to 1945.

With the end of the war in 1945 and the invasion of the Allies in Mülheim an der Ruhr, Poell acted as acting Lord Mayor at the instigation of the American military government from May 7th to 10th, 1945, was then replaced by Werner Hoosmann from September 1st to October 10th 1945 - to lead the official business again until the reinstatement of the old mayor Edwin Hasenjaeger .

With the introduction of municipal dual leadership based on the British model, Poell applied for the position of the newly created city ​​director in 1946 . After seven years in this office, he died in 1953 at the age of 62.
