Career

Joseph Breuer was born the son of an innkeeper. After attending the Progymnasium in Eschweiler , he went to the Kaiser-Wilhelm-Gymnasium, later the Einhard-Gymnasium , in Aachen , where he passed his matriculation examination in 1894. After completing a traineeship at the Aachen District Office, he became a civilian supernumerary for the District President of Aachen . He also attended lectures in political science and law at the Technical University of Aachen .

On September 9, 1899, at the age of 25, he was elected mayor of the city of Montjoie (later: Monschau ). In June 1904, the unanimous election as mayor of the city of Werden followed . After his term of office he was unanimously confirmed in office in 1916 and 1928. With the incorporation of Werden into the city of Essen on August 1, 1929, he was entrusted with special tasks and retired on March 31, 1934.

Breuer's life's work was closely linked to the self-government of the district towns in Germany. In 1918 he was elected chairman of the Rheinische Städtebund and from 1924 until its dissolution in 1933 he was vice-president of the Reichsstädtebund . After the end of the Second World War, he took the initiative, together with the later general manager Kurt Kottenberg, to rebuild a municipal umbrella organization. When the cities belonging to the district reunited in the German Association of Cities in 1946 , Breuer became its first president. When he left his office in the fall of 1951, he was made honorary president.

In December 1951, Federal President Theodor Heuss honored him for his many years of service to German self-government by being awarded the Great Cross of Merit.

In addition, he was a member of numerous municipal bodies and associations, including chairman of the board of the Rheinisches Landestheater and co-editor of the newspaper Der Städtetag .
