Joseph Wenger (born June 7, 1901 in Patterson , Louisiana , † September 1970 ) was an American Rear Admiral in the United States Navy . He served as first vice director of the Armed Forces Security Agency (AFSA) and later as vice director of the National Security Agency from December 1952 to November 1953 after the separate divisions of AFSA were merged with the NSA. Wenger was one of the leading people responsible for developing the NSA.

Wenger was "one of the architects of centralized cryptology ." In addition, he played a central role in the establishment of the AFSA ( Armed Forces Security Agency ), the predecessor of the NSA . During World War II , he suggested that the Navy spend $ 2 million "building 360 of its own four-wheeled Turing bombs " to overthrow the British monopoly on the bomb.
