Ralph J. Canine

Ralph Julian Canine (born November 9, 1895 in Flora , Carroll County , Indiana , † March 8, 1969 ) was the first director of the National Security Agency and from November 4, 1952 to November 23, 1956 in office. He was instrumental in their formation around 1952.

Canine was an infantry soldier for most of his career and had little experience with intelligence when the NSA came into being . When these fared poorly during the Suez Crisis , Canine took the unusual step of having his organization investigated by the private consultancy firm McKinsey . The NSA recommended dividing this up according to geographical area first and, on the second level, according to activities ( telecommunications intelligence , radio traffic analysis , cryptanalysis , etc.), which is what happened.
