Juan Manuel de Mendoza y Luna
Juan Manuel de Mendoza y Luna, 3rd Marqués de Montesclaros (born January 1571 in Guadalajara , Castile , Spain ; † October 9, 1628 in Madrid , Spain) was a Spanish officer who served as Viceroy of New Spain from 1603 to 1607 and from 1607 officiated as Viceroy of Peru until 1615 .
Origin and youth
Juan de Mendoza was born into a wealthy Spanish aristocratic family. His father died when he was little; his mother took over his upbringing. He entered the service of the Spanish crown and took part in the campaign of the Duke of Alba in Portugal . In 1591 he was accepted into the Order of Santiago and served as governor of Seville .
Viceroy of New Spain
In May 1603 Mendoza was appointed Viceroy of New Spain. He sailed to the New World and arrived there in late October 1603. His first official act was to indict his predecessor Gaspar de Zúñiga y Acevedo , Conde de Monterrey , who had been transferred from Mexico to Peru, for exceeding his powers. However, the allegations turned out to be baseless.
Mexico City was hit by severe flooding in 1604. Mendoza proposed relocating the city; However, this idea failed due to the resistance of the residents who did not want to do without the achievements of the existing buildings and infrastructure. The viceroy then ordered extensive work on drainage and flood protection; Up to 15,000 (compulsory) locals were employed on the construction site every day. The viceroy also campaigned for the construction of new cities and water pipes. In November 1606 he (like his predecessor) was called to Peru as viceroy.
Viceroy of Peru
On December 21, 1607 he reached Lima and replaced the Oidor Juan Fernández de Boán as Viceroy of Peru. During his tenure until 1615 he built a fleet to protect against (English and Dutch) privateers and initiated some construction projects. In December 1615, Francisco de Borja y Aragón replaced him as viceroy.
Back in Europe
After completing his tenure, Juan Mendoza returned to Europe. He held other high offices in Spain and died in Madrid.
