Juhana "Juho" Niukkanen, who was a farmer by profession, was elected for the first time as a member of the Reichstag (Eduskunta) for the Landbund ML (Maalaisliitto) on October 1 and 2, 1917 and was a member of this until 1932. On April 9, 1921, he took over his first government office in the Vennola II cabinet and held the post of Deputy Minister of Agriculture (Apulaismaatalousministeri) until June 2, 1922 . He also held the post of Deputy Minister of Agriculture between November 14, 1922 and January 18, 1924 in the Kallio I cabinet .

In the Kallio II cabinet , Niukkanen became Minister of Transport and Public Works (Kulkualaitosten ja ybaren töiden ministeri) on December 31, 1925 and held this office until December 31, 1926. On December 17, 1927 he took over the office of Finance Minister (Valtiovarainministeri) in the Sunila I cabinet for the first time , which he held until December 22, 1928. In the following years he was repeatedly the object of ridicule and jokes as well as in caricatures, since his family name Niukkanen comes from the adjective "niukka", which means "stingy". In the Kallio III cabinet he held the office of Minister of Defense of Finland (Puolustusministeri) for the first time between August 16, 1929 and July 4, 1930 . He took over the office of Minister for Transport and Public Works in the Sunila II cabinet on March 21, 1931, and held this office until December 14, 1932.

Juho Niukkanen was re-elected as a member of the Reichstag for the Landbund in the elections on July 1 and 2, 1936 , to which he belonged until his death on May 17, 1954. A few months later, on October 7, 1936, Kallio IV was reappointed as Minister of Finance in the Cabinet and held this office until March 12, 1937. In the Cajander III cabinet that was subsequently formed , he served again as Minister of Defense between March 12, 1937 and December 1, 1939. He also held the office of Minister of Defense from December 1, 1939 to March 27, 1940 in the Ryti I cabinet .

More than thirteen years later and only a few months before his death, on July 9, 1953, Juho Niukkanen took over a ministerial office in the Kekkonen IV cabinet for the last time and held the office of finance minister again until November 17, 1953.
