The law for the amalgamation of the University of Karlsruhe and the Forschungszentrum Karlsruhe GmbH in the Karlsruhe Institute of Technology ( KIT Merger Act ) of July 14, 2009 is an article law of the state of Baden-Württemberg , which made it possible for the University of Karlsruhe and the Forschungszentrum Karlsruhe to become one body of public law , the Karlsruhe Institute of Technology .
On November 20, 2007, as part of the federalism reform, the state already changed the higher education law in order to interlink the organs of both institutions and to promote the growing together. The KIT Merger Act changed the University Act and other state regulations such as the Personnel Representation Act, Salary Act and BezügeG.
The most important regulations can be found in Article 1 with the law on the Karlsruhe Institute of Technology (KIT Law - KITG) and - to be distinguished from this - in Article 2 with the law establishing the Karlsruhe Institute of Technology (KIT Establishment Act - KIT- ErrichtG).
On July 8, 2009, the state parliament of Baden-Württemberg passed the KIT amalgamation law in accordance with the state government's draft law with minor changes. The law was issued on July 14, 2009 and entered into force on July 25, 2009.
The KIT was established on October 1, 2009 as a corporation under public law and at the same time a state institution sui generis . The independent legal entities of the university and the research center ended. The KIT became the legal successor of both institutions. On the basis of constitutional requirements (Art. 91b, Paragraph 1, No. 1 of the Basic Law and the State Constitution BW), the KIT is divided into two areas, on the one hand, the large-scale research area, which is jointly financed by the federal and state levels, and the university area, with the tasks of previous University of Karlsruhe ("two-task model").
