The Kel-Tec P-11 is a subcompact pistol with a caliber of 9 × 19 mm . When production started, it was described by the trade press as the "smallest and lightest 9x19 pistol in the world".

The target group for the weapon are plainclothes police officers, gun license holders and soldiers. The weapon is intended to be carried concealed or as a second weapon.

The weapon consists of 6 assemblies: barrel, slide, frame, trigger mechanism, grip and magazine. In total there are 34 individual parts (without magazine).

The barrel with an open control link is made of SAE 4140 steel and is hardened to 47 HRC . The slide is made of the same material and houses firing pin and extractor. The weapon locks according to the modified Browning system . The barrel tipping in the return is locked in the ejection window. There is a bead on the muzzle for better centering of the barrel in the slide.

The frame is made of 7075-T6 aluminum and houses the trigger group. The trigger is connected to the hammer via a rod. If this is released, it transfers the energy of a "free floating" spring to the firing pin. The weapon is designed as a double action only. An equally high trigger resistance of approx. 4,000 g has to be overcome with each shot. For this reason there is no manual safety device or a release lever.

The grip with trigger guard and magazine holder is made of DuPont polymer of the type ST-8018 (at the start of production probably still ST-800). It is available in black and olive. The magazine release button is at the height of the trigger guard.

Magazines are available with 9, 10 or 12 shots. Since the weapon u. a. is intended as a "back-up", i.e. a second weapon, 15-round magazines can also be used for the 59 series pistols from Smith & Wesson .

At a practical distance of 15 m, a specialist magazine determined 5-shot groups between 45 mm and 80 mm with various types of ammunition.
