The 2007 Children 's Report is a report published by the German Children's Fund in mid-November 2007 on social disadvantages and poverty among children.

The children's report provides information on the current distribution of poverty among children in the Federal Republic of Germany . It also compiles reflections on the causes and effects of child poverty. The children's report concludes with the demands of the German Children's Fund.

The children's report is published almost every year on a different topic by the German Children's Fund, accompanied by a survey. The 2004 Children's Report Germany was the first and was also published by the Children's Fund.

Contents of the study

The report, in which more than 20 scientists, social judges and practitioners were involved, was presented to the public at a press conference on November 15, 2007 with the participation of the following (co) authors:

When the book "Kinderreport Deutschland 2007" was presented , the Darmstadt judge Jürgen Borchert spoke of the development of child poverty documented in the report as "an unparalleled disaster". The President of the Children's Fund, Thomas Krüger, called it "frightening" that child poverty has risen, although the economy is good and the unemployment rate has fallen.

Child poverty situation at the time of publication

In 2007, according to the report, 14% of children in the Federal Republic of Germany were poor. Since the introduction of unemployment benefit 2 in 2005, the number of children dependent on social assistance and allowance has doubled to more than 2.5 million. In 1965, every 75th child under the age of seven was dependent on social assistance, in 2007 it was every 6th child, with children from immigrant families being particularly affected. It is estimated that almost 6 million children live in households in which the parents have a non-living annual income of a total (maximum) 15,300 euros. This is a third of the parents entitled to child benefit . In addition, in 2004 every third child of school age had developmental disorders or behavioral problems that required therapy. Overall, the number of poor children in Germany doubles every ten years.

Effects of child poverty

Socially disadvantaged children

  • ate less healthily
  • moved less
  • more and more often remained to themselves in isolated residential areas
  • did not go to good schools
  • have only inadequate training opportunities
  • do not have sufficient social support

Pupils would increasingly leave school "without mastering the minimum level of cultural technology".

Child poverty is "inherited".

Causes of Child Poverty

In its study, the Children's Fund makes the German tax and welfare system responsible for the increase in child poverty. Families would have to bear an excessive amount of public taxes.

According to the 2006 Family Report, public spending on families averaged 2.1% of gross domestic product in the EU. In Germany, this figure is only 1.9%.

Demand of the children's aid organization

The German Children's Fund calls for a "rapid and radical paradigm shift in family and child policy".

The demand is specific

  • A national program to combat child poverty and a package of measures with targets.
  • The disadvantage of family households with children anchored in the tax system must be eliminated.
  • The child benefit must be expanded to an independent basic child security.
  • A comprehensive care offer for children from the age of two must be created.
  • Children with a migration background need better support
  • Inclusion of children's rights in the Basic Law .

Reactions to the study

The Paritätischer Wohlfahrtsverband (Paritätischer Wohlfahrtsverband) is demanding a catalog of measures to combat poverty from the federal government. The education and science union speaks of a vicious circle of child and educational poverty and calls for this to be broken.
