Toshimi Kitazawa ( Japanese 北 澤 俊美 , Kitazawa Toshimi ; born March 6, 1938 in Nagano , Nagano Prefecture ) is a former Japanese politician ( Liberal Democratic PartyRenewal PartyNew Progressive PartyTaiyōtōMinseitōDemocratic Party ( Hata Group ) → Democratic Progressive Party ), from 1992 to 2016 a member of the Sangiin , the upper house of the national parliament, for Nagano prefecture and from September 2009 to September 2011 his country's defense minister , first in the Hatoyama cabinet , then in the Kan cabinet .

Kitazawa was born in 1938 in Kawanakajima-machi, Nagano. After studying law at Waseda University , he first worked as an employee in Tokyo . From 1975 he was a member of the Nagano Prefectural Parliament for five consecutive terms. In 1992 he was elected to Sangiin as a candidate of the Liberal Democratic Party (LDP) for Nagano (two seats per election) and then belonged to the Renewal Party , the New Progress Party , the "Sun Party" and finally from 1998 to the Democratic Party, for which he was in 1998 and Was re-elected in 2004. In 1994 he became Parliamentary State Secretary ( seimujikan ) in the Hata Cabinet in the Ministry of Agriculture, Forestry and Fisheries .

In the Sangiin, Kitazawa was chairman of the Committee on State Land and Transport (2001), the Committee on Basic National Politics ( kokka kihon seisaku , 2004) and the Committee on Foreign Affairs and Defense (2007). He was also vice chairman ( fuku-daihyō ) of the Democratic Party and is chairman of the Nagano Prefectural Association.

Kitazawa is one of the proponents of a relaxation of the arms export restrictions set out in the Three Principles of Arms Exports. Prime Minister Naoto Kan had planned to relax the export ban at the same time as the new defense guidelines, which were presented in December 2010, but were initially postponed.

To Sangiin election 2016 Kitazawa has not raced for more.
