Kiyoshi Ueda ( Japanese 上 田 清 司 , Ueda Kiyoshi ; born May 15, 1948 in Fukuoka ) is a Japanese politician ( New Liberal ClubLiberal Democratic PartyRenewal PartyNew Progressive PartyFrom FiveMinseitōDemocratic Party → independent) and an elected member of the Council House , the upper house of the National Parliament , for Saitama Prefecture . From 2003 to 2019 he was governor of Saitama.

Life

Ueda studied law at Hōsei University and Waseda University . In between he ran a juku in Tokorozawa . From 1979 to 1986 he was a lecturer at the Kensetsu Daigakkō ( 建設 大 学校 ), the Academy of the Ministry of Construction (today: 国土 交通 大 学校 , kokudo kōtsū daigakkō of the MLIT ).

In 1976, while still a student, Ueda took part in the founding of the New Liberal Club , for which he ran unsuccessfully for the Shūgiin in 1980, 1983 and 1986 . In the Shūgiin election in 1993 he was first elected as a candidate for Shinseitō in the 5th constituency (from 1994: 4th constituency) Saitama. In 1996 he was re-elected for the New Progressive Party and in 2000 for the Democratic Party (DPJ).

In August 2003, Ueda resigned his mandate and party membership to run as an independent in the gubernatorial elections in Saitama on August 31 after previous incumbent Yoshihiko Tsuchiya resigned over a fundraising scandal. In a field of eight candidates, he prevailed with 40.80% (808,092 votes). In 2007 and 2011 he was re-elected with broad support from the LDP , DPJ and Kōmeitō and only two opposing candidates each.

Ueda was one of the few supporters of the idea of ​​a joint administrative structure for the greater Tokyo area, which was launched in 2003 by the Governor of Kanagawa , Shigefumi Matsuzawa (previously also a DPJ member). From 2018 to 2019 he was chairman of the National Conference of Governors .

For the gubernatorial election in 2019 Ueda has not raced for more. Motohiro Ōno , whom he supported, was elected to succeed him . In October 2019, Ueda won the Saitama by-election for Ōno's previous seat in the Council House. His candidacy received non-binding support from the prefectural associations of the KDP and DVP , but the only opposing candidate was Takashi Tachibana from the “Party for the Protection of Citizens from the NHK” . The turnout fell below 21%.
