Klemens Fischer

Klemens H. Fischer (* 1964 in Linz , Austria) is an Austrian EU diplomat and professor of international relations.

Life

Fischer attended elementary school and grammar school in Linz, which he graduated with honors in 1982, and, after completing officer training in the Austrian Armed Forces , studied law and business administration at the Joh.-Kepler University Linz , where he in July 1989 based on a dissertation in international law received his doctorate .

Professional background

After working in the private sector, at the Linz Regional Court and at a law firm (1990–1991), he switched to public administration. In 1992 he successfully completed the postgraduate course at the European Academy in Vienna. In 1993 he was transferred to the then Austrian Mission to the European Communities, Brussels, as a member of the Austrian accession negotiation team. After successfully completing the accession negotiations, he switched to the permanent representation of Austria to the European Union. In 1997 he took part in the United States' International Visitor Program . In the course of his work at the permanent EU representation of Austria, he took part in the intergovernmental conferences on amendments to the EU treaties (e.g. Treaty of Nice , Constitutional Treaty and Treaty of Lisbon ). Since 2005 he has been the Austrian focal point for the EU High Level Governance Process and in 2011 took over the chairmanship of the Steering Group of the EU High Level Governance Process. Since 2013 he has been a member of the Subsidiarity Expert Group of the Committee of the Regions. Since September 2015 he has been the foreign policy advisor to the chairman of the Western Balkans working group for the VI. Term of office of the Committee of the Regions. Fischer is currently envoy and head of department at the permanent representation of Austria to the EU.

Science and Research

Parallel to his professional activity, Fischer took on his first teaching position at the Institute for Media and Communication at the Technical University of Berlin in 1997 . In 2001 he was invited to Auburn University / College of Business as a Lowder Visiting Executive. From 1997 to 2010 he taught at the Institute of Political Science at the University of Siegen , he attended the in 2006 in political science with a venia legendi for International Relations habilitated . From 1999 to 2004 he taught EU Business-Government Relations at the Rotman School of Business at the University of Toronto. In 2008 he accepted an invitation from the University of Cologne , where he has since been a Senior Research Fellow at the Institute for International Politics and Foreign Policy. In 2010 he joined the Umhabilitationsverfahren at the University of Cologne successfully, to which he belongs as a lecturer since.

In addition to his commitment at the University of Cologne, Fischer teaches at the European School of Management and Technology (ESMT / Germany), at the European Institute for Public Administration (EIPA), and at the Institute for Management and Technological Training (POTHO / Finland). His teaching focus lies in the areas of EU and international law, EU foreign and security policy, international foreign and security policy, and business government relations.

Fischer is a member of the International Institute for Strategic Studies in London. He is Vice President (International Relations and Research) at the Austrian Institute for European and Security Policy, as well as a member of the advisory board at the Institute for State Organization and Administrative Reform of the Austrian Federal Chancellery. Since 2014 he has been a member of the advisory board of the Austrian Institute for European Legal Policy in Salzburg, as well as chairman of the advisory board of the Negotiation Academy Potsdam.

Fischer was awarded the Junior Teaching Prize 2015 by the WiSo Faculty of the University of Cologne for his "Seminar Foreign Policy - Foreign and Security Policy in Comparison: EU - USA - Russia - China" based on the evaluation results by the Academic Advisory Board.

In July 2016, Fischer was appointed professor by the WiSo faculty at the University of Cologne.

Fischer has been Professorial Lecturer for geopolitics at the Diplomatic Academy Vienna since the autumn of 2017.

Publications

Fischer has published numerous publications on European and international law, international relations and lobbying. Among other things, he published the comments on the Treaty of Nice, the Convention on the Future of Europe, the European Constitutional Treaty, the development of European contract law and the Treaty of Lisbon. His most recent publications deal with geostrategy, Intermediate Europe and MENA; Decentralization, rule of law, multilevel governance; 9/11 and the impact on EU anti-terrorism policy; Regulatory policy in the EU treaties; as well as new ways for a participatory democracy in the EU.
