klima aktiv is a broad-based climate protection initiative of the Austrian Ministry of the Environment .

The klima aktiv programs all have one common goal: less CO 2 emissions and greater use of renewable energy sources . The central concern is the national implementation of the goals of the Kyoto Protocol ( United Nations Framework Convention on Climate Change UNFCCC, Additional Protocol Kyoto Conference 1997), the Austrian Climate Strategy . The initiative was started in 2004, was initially limited to 2012 (end of the Kyoto contract period), and is implemented and coordinated by the Austrian Energy Agency .

Concern and methodology

The framework program complements the regulatory and tax policy measures of the Austrian Climate Strategy. It is intended to provide better market access for climate protection technologies and services, promote their rapid introduction, and network technology with areas of application. The methodology is “consistently geared towards the creation of cooperations”, in the form of a nationwide competence network in the field of trade and the university sector, and promoting the contact of this network with the climate-relevant areas of demand. The state's share is limited to the creation of framework conditions, information and further training, i.e. it is essentially designed to create a market, on the one hand to convey the concerns of international and national climate protection efforts, and on the other hand to ensure that they can be financed. It represents a "bridge between politics and business" and follows - in the tradition of the Austrian social partnership - the concept of the climate alliance as a model and the methods of modern governance . The objective is a fundamental development of demand and supply in the direction of climate friendliness. Politically coming out of the red-black grand coalition , follows the initiative of the Austrian school of eco-social market economy .

klima aktiv bundles all “voluntary” measures, i.e. the entrepreneurial and (private, commercial and public) consumer-side initiatives for climate protection under one umbrella brand. The BMLFUW takes over the strategic control, the Austrian Energy Agency the umbrella management (program development, monitoring and strategic coordination of the programs, education coordination and public relations), and individual program managers the project-like control. In the meantime, new instruments have supplemented the initially hierarchical structure, such as the network conferences as an inherent dynamic of the program.

The program's more important achievements include a number of standards, some of which are legally anchored, some of which are industrial norms (de facto standards) developed jointly by business , as well as the nationwide creation of numerous commercial and university competence clusters on environmental technologies.

Partnership network

The supplier side of climate-relevant economic goods is summarized on the basis of a network. Participation is based on a clear commitment to the concerns of the climate strategy and the methods of klima aktiv . Implementation of measures to reduce CO 2 , multiplication (dissemination of concerns) and knowledge transfer are named as “pillars” of the network work . These models appeal to entrepreneurs to take responsibility themselves as those affected by climate impacts, and try to replace competitive thinking with market advantages from regional synergy effects.

In 2015, the partnership network comprised over 250 business partners ( production ), more than 5,000 implementation partners ( trade / services ) and 2,500 competence partners ( research and development , training and further education ).

In the meantime, an alliance program klimaaktiv pakt2020 has been created for large companies in which leading companies relevant to the market are brought together.

On the demand side, 15 programs were launched, each for specific target groups.

Subject area renewable energy

Renewable energy as a concern:

  • Renewable heat promotes the use of renewable energy sources for heating, e.g. B. solar energy, biomass or via heat pump heating
  • biogas for more energy, fuel and heat from biogas
  • Energieholz supports the development of previously unused wood resources from our forests
  • nawaro markt promotes the sustainable use of renewable raw materials
  • qm heating plants for even more efficient wood heating plants

Construction & renovation

The topic of building and renovation is of central importance at klima aktiv . The klima aktiv building standard is an Austria-wide, neutral quality mark for sustainable and climate-friendly construction. It is available for residential and service buildings for new construction and for building renovation. It was started in 2005 as klima: aktiv house to introduce sustainability criteria on the Austrian housing market. In addition to criteria that are also anchored in the energy pass according to the energy pass template law, which is now binding for new buildings and sales , the klima aktiv standard also contains more comprehensive criteria, for example with regard to the climate-protection quality of the location (supporting the topic of mobility ) , as well as regulations on accessibility .

The aim of the measures is to "increase the market share of ecological buildings in the residential and service building sector, establish the klimaaktiv building standard, further develop the funding policy and legal framework in the construction sector, and use marketable research results".

In addition to standards, the program also includes extensive information and advice for new builds and renovations, both for private properties and large-scale residential and service buildings, as well as training for professionals in the construction and related trades.
A database with exemplary best practice building projects was also created. So far it comprises 650 objects.

In 2009 the Austrian Sustainable Building Council  (ÖGNB) was founded as an umbrella organization - the Austrian Energy Agency was one of the founding members.

So far (as of March 2018) 604 buildings in Austria have been constructed and assessed according to the quality criteria of klima aktiv . This makes the klima aktiv building standard one of the most successful seals of approval for sustainable construction and renovation in the German-speaking region.

energy-efficient operations is a consulting and training program for production companies and energy consultants. Training courses are offered on annual technology focal points (such as waste heat recovery, compressed air, refrigeration and steam systems, lighting, pumps and fans). In addition, the program offers industry guidelines to identify potential savings and suitable measures within a specific industry (carpenters, bakers, car dealerships, hairdressers, metal construction, laundries, etc.).

At topprodukte.at , producers and retailers are offered a controlled platform to present the most energy-efficient devices on offer.

The e5 program has been running since 1998 and was actively included in klima . These are long-term community-owned projects for energy self- sufficiency at the community level that are supported with audits. Awards are also given to municipalities, the program is part of the European Energy Award  (EEA).

The topic of transport is one of the central concerns of the klima: aktiv campaign because of its well-known significant contribution to total CO 2 emissions. The programs mainly focus on advice, such as professional mobility management for companies, property developers and fleet operators, contributions to the municipal e5 program or the fuel-saving initiative , including professional training and further education programs for consultants, coaches and behavioral trainers, for example together with WKÖ and WIFI . Here, too, a database was created, the mobility map , which gives an overview of the distribution and networking of local programs.

  11. A prime example is the pellet heating technology , in which Austria and Scandinavia lead Europe-wide. A good dozen of the world's most important pellet heating manufacturers are based in an area between Wels and Salzburg over 100 km, who have jointly established pellet technology and the standards for the quality of wood pellets.
