After the German occupation of Norway in April 1940, the navy set up the office of the sea ​​commandant Stavanger in May 1940 , whose headquarters were in the city of the same name. She was subordinate to the Admiral of the Norwegian west coast .

The command of the sea commander initially extended from Jössingfjord to Haugesund . The neighboring sea command offices were Bergen in the north and Kristiansand-Süd in the south.
