High Authority
The High Authority of the European Coal and Steel Community (ECSC) was the Community's executive body established in 1952 . The High Authority had nine members, two each from France , Germany and Italy and one from the Netherlands , Belgium and Luxembourg . It was based in Luxembourg and not Brussels , where the European Commission is now based.
With the entry into force of the Merger Treaty in 1967, the High Authority became part of the Commission of the European Communities .
