The Russian peasants were serfs and suffered so much from the exploitation by aristocrats and large landowners that many of them fled their villages, which were often deserted. The refugees were taken in by the free Cossacks. This development was particularly pronounced in the Don area . The nobles had the right to persecute escaped serfs by all means and to bring them back under their rule. The government provided them with support. The ataman Kondrati Bulavin established himself as the leader of the disenfranchised and in autumn 1707 unleashed a social revolutionary uprising in the Don region that was dangerous for the rule of Peter I. On October 9, 1707, with a crowd of Cossacks and peasants, he completely wiped out a detachment of the tsar's soldiers who were once again looking for peasants who had escaped. With the use of strong military forces, Peter I was finally able to suppress the uprising, but it also failed because of the disagreement among the rebels because some of the Cossacks belonged to the rich upper class. On July 7, 1708, Bulavin was found shot dead. According to one version, Bulawin committed suicide while being surrounded by traitors, according to another version he was killed. 200 insurgents ended up on the gallows, which were loaded onto boats as a deterrent and rowed down the Don. The uprising collapsed, but the discontent of the poorest sections of the population continued to smolder underground.
