Sample of the health insurance card introduced in 1995

The German health insurance card or health insurance card (short: KV card or KVK well) was until 31 December 2014 a memory chip card for statutory health insurance , the proof of eligibility for benefits under the statutory health with care and for billing served the service providers. It was originally supposed to be introduced as early as January 1, 1992 and replace the “ Krankenschein ”. However, it was only introduced late on January 1, 1995 and has been gradually replaced by the electronic health card (eGK) since 2012 . At the end of the 1970s, an attempt was made to replace the health insurance certificate with a credit card-sized card (“insurance card”). B. in the Rendsburg-Eckernförde district did not get out.

At the beginning of October 2013, the National Association of Statutory Health Insurance Funds spread the news that the health insurance card was only valid until December 31, 2013. On January 1, 2014, the health insurance card would be finally replaced by the eGK. Patients would still be treated with the old card from New Year 2014, but may have to pay for their treatment themselves.

In fact, this was not implemented until the turn of the year 2014/2015. Since January 1, 2015, health insurance cards can no longer be scanned, regardless of the expiry date on them. Only the electronic health card - with and without a picture - is now valid.

backgrounds

The legal framework for the health insurance card is regulated in Section 291, Book V of the Social Code (SGB V). The health insurance card has been gradually being replaced by the electronic health card (eGK) since 2012.

Since mid-2005, the back of newly issued health insurance cards from some health insurances has contained the form E 111 ("Electronic Health Insurance Card", see foreign health insurance certificate ), originally to be applied for separately, for the use of insurance services in the 27 countries of the EU, including the corresponding domestic and non-European countries as well in Iceland, Liechtenstein, Norway and Switzerland. Some health insurances (for example the agricultural health insurances ) made the EHIC available as a separate card.

However, paper has still not become dispensable as a result: In acute circumstances, the health insurance companies issue “personal replacement certificates” (PEB).

layout

The appearance of the health insurance card is defined in a technical specification.

According to this, the dimensions of the insurance card correspond to the ID-1 format according to ISO / IEC 7810 , the basic color is white. The map logo on the right-hand side is a uniform and unmistakable identifier. It consists of a representation of the human being in its proportions based on a drawing by Leonardo da Vinci , the so-called Vitruvian man , who is supposed to mark the use of the card in health care. The logo is supplemented by the designation “insurance card” and a half-sheet in the national colors black, red and gold to identify the area of application.

If the insurance card is used by other insurance providers, the card logo of the statutory health insurance (Vitruvian man) and the black, red and gold color sheet may not be used.

Saved data of the insured person

Since January 1, 1995, the KVK should also have a photo for over fifteen year olds in accordance with Section 291 (2) SGB V included. This regulation became mandatory on January 1, 1996, but was only implemented from 2012 with the introduction of the eGK. The health insurance card must not contain any additional data. The card is also not technically suitable for storing large amounts of additional data on it, as it has a maximum of 256 bytes of memory, of which around 30 bytes are required for internal description of the card.

In Austria, the e-card is used for similar purposes .
