The Latschin Corridor ( Armenian Լաչինի միջանցք Latschini midschanzk ' ), named after the city of Laçın , is a mountainous region within the De-jure borders of Azerbaijan ; it is the shortest route from Armenia to the Nagorno-Karabakh Republic . During the Nagorno-Karabakh War , it came under the control of the Karabakh armed forces in May 1992 . From the Azerbaijani point of view, the area is still part of the Laçın Rayon within Azerbaijan; Nagorno-Karabakh manages it as part of the Kashatach Province .

In a statement to the United Nations , Minister of Foreign Affairs of Azerbaijan Elmar Mammadirov said on September 18, 2005:

“It is the issue of communication of the Armenians living in the Nagorno-Karabakh region of Azerbaijan with Armenia and that of the Azerbaijanis living in the Nakhchivan region of Azerbaijan with the rest of the country. We suggest the using of the so-called Lachin corridor - which should be called "Road of Peace" - by both sides in both directions provided that security of this road will be ensured by the multinational peacekeeping forces at the initial stage. ”

“It is a question of communication between the Armenians living in the Nagorno-Karabakh region of Azerbaijan with Armenia and the Azerbaijanis in the Nakhichevan region of Azerbaijan with the rest of the country. We recommend using the so-called Lachin Corridor - it should become a "road of peace" - and be made available for both sides in both directions, the road of which will be secured by multinational peacekeepers in the initial phase. "
