The state parliament drafted the constitution of the state of Lippe of December 21, 1920, which was the basis for the 1921 state parliament election. The right to vote provided for a state parliament with 21 members, who were to be elected in free, equal, direct and secret ballot using proportional representation. Minimum age was 20 years.
In the 1920 Reichstag election in Lippe there was an election result that anticipated the state election result 7 months later: The SPD collapsed (from 49.9% in the election to the German National Assembly to 31.99%), the parties to the left of the SPD won just as much the DVP (from 2.23% to 20.41%) added strongly. This corresponded to the nationwide trend, but the changes were much stronger in Lippe than in the Reich.
